These Terms of Service ("Terms") govern your access to and use of the Civic Liturgy website, applications, and services (collectively, the "Services") operated by Civic Liturgy ("we," "us," "our," or the "Platform"). Please read these Terms carefully before creating an account or using the Services. By creating an account, you acknowledge that you have read, understood, and agree to be bound by these Terms and our Privacy Policy, which is incorporated herein by reference.
By creating an account, clicking "I Agree," or otherwise accessing the Services, you enter into a legally binding agreement with Civic Liturgy. If you do not agree to these Terms, do not create an account or use the Services.
You must be at least eighteen (18) years of age to create an account or use the Services. By registering, you represent and warrant that you meet this age requirement.
The Platform operates on an invite-only basis. Access is granted at our sole discretion. We reserve the right to decline, revoke, or restrict access to any individual or organization at any time, with or without cause.
You are responsible for maintaining the confidentiality of your account credentials. You agree to notify us immediately of any unauthorized use of your account. You are solely responsible for all activity that occurs under your account, whether or not authorized by you.
You agree to provide accurate, current, and complete information during registration and to update such information to keep it accurate, current, and complete. Providing false or misleading information is grounds for immediate account termination.
Civic Liturgy is a community intelligence platform that analyzes publicly available information related to municipal governance and religious discourse in the State of Arkansas. The Services include:
The Services are provided through tiered access levels (Free, Community Member, Researcher, and System Admin), each of which grants different levels of access to features, data, and analytical tools. Tier availability, features, and any associated costs are subject to change at our discretion with reasonable notice to affected users.
All analyses, scores, and reports generated by the Platform are produced using artificial intelligence and automated analytical frameworks. These outputs represent structured algorithmic assessments and should be understood as analytical observations, not definitive judgments, legal opinions, or statements of fact. See Section 9 (Disclaimers) for further detail.
You agree to use the Services only for lawful purposes consistent with civic engagement, research, journalism, education, and public accountability. You agree not to:
Violation of these terms may result in immediate account suspension or termination, at our sole discretion.
All content created by Civic Liturgy — including but not limited to analytical frameworks (MDAF, AIF, MFT, CPI, Barmen Declaration scoring), analysis prompts, scoring methodologies, website design, code, text, graphics, logos, and compilation of data — is the exclusive property of Civic Liturgy and is protected by applicable intellectual property laws. All rights are reserved.
The underlying public records, meeting transcripts, legislative data, and published sermon content analyzed by the Platform remain in the public domain or are subject to the intellectual property rights of their respective creators (e.g., churches, government bodies, legislators). Our analysis of and commentary on such content is our original work product.
Certain data used on the Platform is sourced from third parties with attribution requirements. In particular, legislative data sourced from LegiScan is licensed under Creative Commons Attribution 4.0. Users who republish or redistribute LegiScan-sourced data must provide appropriate attribution to LegiScan.
Subject to your compliance with these Terms, we grant you a limited, non-exclusive, non-transferable, revocable license to access and use the Services for your personal, non-commercial, or research purposes. This license does not include the right to:
You acknowledge and agree that you have no ownership rights in or to any data, analyses, scores, reports, or other content generated by the Platform, except for your own personal account information. The analyses, scoring outputs, and research compilations produced by the Platform are our proprietary work product.
If you submit any content, suggestions, ideas, feedback, or other materials to us (collectively, "User Submissions"), you grant us a non-exclusive, royalty-free, perpetual, irrevocable, worldwide license to use, reproduce, modify, and distribute such User Submissions for any purpose related to improving and operating the Services. You represent that you have the right to make such submissions and that they do not infringe on any third party's rights.
Your use of the Services is also governed by our Privacy Policy, which describes how we collect, use, and protect your personal information. By agreeing to these Terms, you also consent to the data practices described in the Privacy Policy.
By creating an account, you consent to the collection and processing of your personal information as described in the Privacy Policy, including the use of cookies and similar technologies for authentication and analytics purposes.
We implement reasonable security measures to protect your personal information. However, no system is completely secure, and we cannot guarantee the absolute security of your data. You acknowledge and accept this inherent limitation.
You may request deletion of your account and associated personal information at any time by contacting us. Account deletion will be processed within thirty (30) days. Certain information may be retained as required by law or as described in the Privacy Policy.
The Platform integrates data from and links to third-party services including but not limited to CivicClerk, YouTube, LegiScan, AssemblyAI, and various church and government websites. We are not responsible for the availability, accuracy, or practices of these third-party services. Your interactions with third-party services are governed by their respective terms of service and privacy policies.
Access to certain tiers or features of the Services may require payment of fees. If applicable:

The Services provide research, analysis, and commentary for informational and educational purposes only. Nothing on the Platform constitutes legal advice, political endorsement, religious guidance, financial advice, or professional consultation of any kind. You should consult qualified professionals for advice specific to your situation.
Analyses generated by the Platform are produced by artificial intelligence systems and are subject to inherent limitations including but not limited to: transcription errors, misattribution of speaker statements, contextual gaps, and algorithmic bias. Scores and ratings represent structured observations based on the text content analyzed and should not be interpreted as absolute or definitive assessments of individuals, organizations, or institutions.
THE SERVICES ARE PROVIDED "AS IS" AND "AS AVAILABLE" WITHOUT WARRANTIES OF ANY KIND, EITHER EXPRESS OR IMPLIED, INCLUDING BUT NOT LIMITED TO IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, ACCURACY, COMPLETENESS, NON-INFRINGEMENT, AND TITLE. WE DO NOT WARRANT THAT THE SERVICES WILL BE UNINTERRUPTED, ERROR-FREE, OR FREE OF VIRUSES OR OTHER HARMFUL COMPONENTS.
Analysis of any public figure, organization, church, or government body on the Platform does not constitute endorsement or opposition. The Platform is nonpartisan and does not advocate for or against any political position, religious denomination, policy, or candidate.
TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, IN NO EVENT SHALL CIVIC LITURGY, ITS OPERATORS, CONTRIBUTORS, OR AFFILIATES BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, OR ANY LOSS OF PROFITS, DATA, USE, GOODWILL, OR OTHER INTANGIBLE LOSSES, ARISING OUT OF OR RELATED TO:
OUR TOTAL AGGREGATE LIABILITY FOR ALL CLAIMS ARISING OUT OF OR RELATING TO THESE TERMS OR THE SERVICES SHALL NOT EXCEED THE GREATER OF FIFTY DOLLARS ($50.00) OR THE AMOUNT YOU PAID US IN THE TWELVE (12) MONTHS PRECEDING THE CLAIM.
You agree to indemnify, defend, and hold harmless Civic Liturgy, its operators, contributors, and affiliates from and against any claims, liabilities, damages, losses, costs, or expenses (including reasonable attorneys' fees) arising out of or related to: (a) your use of the Services; (b) your violation of these Terms; (c) your violation of any applicable law or regulation; or (d) your violation of any third party's rights.
You may terminate your account at any time by contacting us. Upon termination, your right to access the Services ceases immediately.
We may suspend or terminate your access to the Services at any time, with or without cause, and with or without notice. Reasons for termination may include but are not limited to: violation of these Terms, abusive conduct, non-payment, or inactivity.
Upon termination, your license to use the Services is immediately revoked. Sections 4 (Intellectual Property), 5 (User Content), 9 (Disclaimers), 10 (Limitation of Liability), 11 (Indemnification), 14 (Governing Law), and 15 (Dispute Resolution) survive termination.
We reserve the right to modify these Terms at any time. When we make material changes, we will:
Your continued use of the Services after the effective date of any changes constitutes acceptance of the modified Terms. If you do not agree to the modified Terms, you must discontinue use of the Services and request account deletion.
These Terms are governed by and construed in accordance with the laws of the State of Arkansas, without regard to its conflict of laws provisions. You agree that any legal action or proceeding arising out of or relating to these Terms or the Services shall be brought exclusively in the state or federal courts located in Benton County, Arkansas, and you consent to the personal jurisdiction and venue of such courts.
Before initiating any formal dispute resolution proceeding, you agree to first contact us and attempt to resolve any dispute informally for a period of at least thirty (30) days.
Any dispute, claim, or controversy arising out of or relating to these Terms or the Services that cannot be resolved informally shall be resolved through binding arbitration administered in accordance with the rules of the American Arbitration Association. The arbitration shall take place in Benton County, Arkansas. The arbitrator's decision shall be final and binding.
YOU AGREE THAT ANY DISPUTE RESOLUTION PROCEEDING WILL BE CONDUCTED ONLY ON AN INDIVIDUAL BASIS AND NOT IN A CLASS, CONSOLIDATED, OR REPRESENTATIVE ACTION. You waive any right to participate in a class action lawsuit or class-wide arbitration against Civic Liturgy.
Notwithstanding the foregoing, either party may seek injunctive or equitable relief in any court of competent jurisdiction to prevent the actual or threatened infringement or misappropriation of intellectual property rights.
These Terms, together with the Privacy Policy, constitute the entire agreement between you and Civic Liturgy regarding the Services and supersede all prior agreements and understandings, whether written or oral.
If any provision of these Terms is found to be invalid, illegal, or unenforceable, the remaining provisions shall continue in full force and effect. The invalid provision shall be modified to the minimum extent necessary to make it valid and enforceable.
Our failure to enforce any right or provision of these Terms shall not constitute a waiver of such right or provision. Any waiver must be in writing and signed by an authorized representative of Civic Liturgy.
You may not assign or transfer these Terms or any rights or obligations hereunder without our prior written consent. We may assign these Terms without restriction.
We shall not be liable for any failure or delay in performing our obligations under these Terms due to circumstances beyond our reasonable control, including but not limited to natural disasters, acts of government, pandemic, internet outages, or third-party service failures.
